What is It?

Funding for the Homeownership Assistance Program is Provided by HUD’s HOME Investment Partnership Program (HOME). HOME is the largest Federal block grant to State and local governments designed exclusively to create affordable housing for low-income households. HOME provides formula grants to states and local governments. The funds are used, often in partnership with local nonprofit groups, to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or homeownership or provide direct rental assistance to low-income people.

The County of Lexington has been designated as a Participating Jurisdiction (PJ) in the HOME Program by the United States Department of Housing and Urban Development (HUD). As a PJ, the County will receive an annual allocation from the federal government to implement eligible HOME Program activities.

 Overview

The Homeownership Assistance Program is administered through the County of Lexington’s Community Development Department. The program provides funding to eligible first-time homebuyers to assist with down payment and/or closing costs. A first-time homebuyer is defined as one who does not presently own a home or land, nor has previously owned a home or land within the last three (3) years. At the time of application to the Community Development Department, an applicant also cannot have an existing purchase contract on a home.

Funding is provided in the form of deferred forgivable loans, and may be applied toward the down payment and/or closing costs for the purchase of a single family dwelling. Assistance will typically be provided in amounts up to $5,000 and will be distributed on a first-come/first-served basis. Applicants must be able to demonstrate that they have necessary income to support ongoing mortgage payments. Applicants must also be able to secure a fixed-rate home mortgage through an approved lending institution. The interest rate must be at or below market rates. The mortgage must also be secured independent of a co-signer.

Applicants approved for program assistance must complete required homeownership education class prior to closing. The classes will cover topics including:

  • Home Buying
  • Budget and Credit
  • Home and Yard Maintenance

These classes help individuals and families take advantage of new housing opportunities by helping them gain the knowledge and financial skills they need to become successful homeowners. In addition, the classes will teach how to protect and maintain a housing investment and practice sound money management skills.

 Eligible Properties

The Homeownership Assistance Program has specific requirements for homes that will be purchased with the assistance of funding provided through the program. The home must meet all criteria outlined below:

The home must be located within Lexington County.

The home must be occupied as the primary residence of the applicant.

The home must meet, at a minimum, Section 8 Housing Quality Standards (HQS). A Lexington County Building Inspector will assess the home to determine compliance with quality standards. If corrective work is required, all work to address HQS violations must be completed prior to the closing date. Down payment assistance funds cannot be used for minor repairs or to correct violations.

Homes purchased with assistance through this program must meet the HUD Single Family Mortgage Limits under 203 (b) of the National Housing Act (12 U.S.C. 1709(b)). The County’s maximum purchase price for a home is currently $144,584 for a single-family dwelling (95% of the median area’s purchase). Homes that exceed this cost are not eligible for assistance through this program.

An appraisal must be done on the subject home/property. The home must appraise for at least the value of the purchase price.

Problems with market are not insurmountable – The long awaited and often delayed opening of the new State Farmers Market is now written in stone at least for now and at least for some. When Hugh Weathers, SC Comm. Of Agriculture announced last week the new market will open in phases beginning Monday, Aug. 16, some vendors complained. Their facilities were not finished. Developers had offered to locate them in temporary facilities until their new units were built. A proposal would allow those dealers who are not ready to move to stay open for a short period of time at their old location. That would create hardships for buyers having to visit two sites. And then there was the need for USC to gain more parking for William Brice Stadium users. Rep. Mac Toole and Sen. Jake Knotts arranged for a meeting with the Agriculture Dept., the vendors and the developers of the new market. A modified but workable solution was agreed on.

Help relieve hunger in the Midlands – Starting now through Tuesday, Aug. 24 the Midlands community can join Bi-Lo Charities to help neighbors in heed by purchasing a Summer Hunger Relief box. Each box contains food for three meals. The pre-packaged boxes are available for purchase at all Bi-Lo locations and are filled with items most often requested by food banks, such as macaroni & cheese, beans, soup, dry spaghetti, spaghetti sauce and tuna. The food will be provided to Harvest Hope Food Bank, Sharing God’s Love, Lex. Interfaith Community Services and Graham Outreach Ministries.

South Carolina mothers reach out to Iraqi mothers – Early this fall, a group of Gold Star and Blue Star Mothers will head to Iraq on a mission of caring and reconciliation. The women, a group from SC and another from Utah, will begin the first of what organizers hope to be many trip to Iraq to unite mothers from both countries who have lost loved ones in war. “Through the power of women’s initiative, we’re going to break down the barriers” said Fareed Betros, who founded FUTURE Families United Toward Universal Respect with his wife Joan. In 2009, the couple organized a group of Iraqi women to come to Greenville and meet Gold and Blue Star Mothers. “It’s about the future of Iraqi women,” Joan Betros said. Joan Bertros helped organize family & children’s television programming in Iraq in 2003-2004. Her husband, a retired colonel in the U.S. Army Reserves has helped in military & civilian capacities in Iraq’s reconstruction. “To heal our nations we need to heal our families, Fareed Betros said. “From that it has become an amazing story.”

Lexington Irmo Lake Murray Real Estate Update 7-21-2010

Lexington offering incentives to developmentLexington SC town leaders are offering more incentives to encourage residential development in the town. Town Council is considering a request to temporarily suspend a 10% surcharge on capital contribution certificates that have not been pre-paid. The new policy will be effective through November 30 on residential projects only. To qualify, developers with a current sanitary sewer agreement must pay for a minimum of $100,000 in capital contributions certificates (about 40). The waiver could save at least $10,000. Town officials hope the policy will spur developers to finish projects or start new ones. “They could save a little bit or a lot of money depending on the size of the development,” assistant town administrator Stuart Ford said.

Haley’s issue may be her first test as governor – If Rep. Nikki Haley is elected governor, she will face tests of her ability to work with lawmakers. An issue she introduced – zero-based budgeting, could be an early test. Working with legislators is something current Gov. Mark Sanford failed to do in his two terms. Haley, a Lexington Republican, is an advocate of accountability in government and less spending. She championed zero-based budgeting as a way to control state spending. If elected in November, she could be the first governor to review agencies’ zero-based budgeted. But, she has to be elected and the legislature has to pass her bill. 

County OK’s tax installment payments – Lexington County property owners can now pay taxes in installments. The county has adopted a state law that allows citizens to make payments on their annual real estate taxes. The new program will begin in 2011. Taxpayers will have to sign up with the county treasurer’s office to take part in the plan. A 45 day sign-up period will open in December. The first payment will be due in Feb. 2011, participants will be prepaying their 2011 tax bills. The size of payments would be based on the previous year’s taxes. The final payment could be adjusted up or down based on current tax levels, officials said.

S.C. businesses may get help in state contracts – Locally owned business owners may get help in competing with large out-of-state competitors. Sen. Jake Knotts will pre-file a bill in Dec. in the SC Senate to help locally owned businesses win state contracts. Knotts said his bill will help keep state work in SC and create jobs for South Carolinians. His bill will allow any in-state owned company with a bid within 5% or $10,000 of the lowest out-of-state company bid to match the lowest bid and win the job.

County to open new industrial park – Lexington County is putting the finishing touches on its first county-owned industrial park. Water and sewer lines and road work are being completed this month. And county leaders are now turning their attention to attracting industries to the Saxe Gotha Park site, which has been under development for more than 3 years. A SCANA training facility is the only occupant of the 300 acre park. But Lexington County leaders are looking for developers to construct a 200,000 sq. foot building in the new park. In exchange for building the new building on speculation, the county will waive fees for up to 35 acres of property until the building is leased or sold. The county’s offer calls for the new building to be in place by March 2011.

Summer Open House at the Lexington County Museum – Come by the Lex. County Museum Sunday, Aug. 22 from 2 to 5p.m. Come see what’s happening at the Lex. County Museum and discover how much fun history can be. Admission is free for the summer open house. This even is presented by the Friends of the Lexington County Museum. The museum is located at 231 Fox Street in Lexington.
